A positive number, or Leakage,” indicates that local consumers are spending their retail dollars out of the area where they live, and a negative number, or “Surplus,” indicates that the area is drawing in (and selling to) consumers that are not local. The retail gap data is available at five, four and three-digit NAICS categories.
